【报告人简介】Paul Burke is an Associate Professor in the Arndt-Corden Department of Economics at the Crawford School of Public Policy, Australian National University. His research focuses are energy economics, environmental economics, transport economics, and economic development. Paul has published in journals including American Economic Journal: Macroeconomics, Economic Inquiry, Nature Geoscience, Nature Climate Change, and Global Environmental Change. His ongoing research includes policies for zero-carbon energy in the Asia-Pacific, regional unemployment in Australia, pollution policy in Japan, and other topics.

【摘要】There is a strong theoretical case for carbon pricing to reduce emissions, but to date there has been no conclusive statistical study of the efficacy of carbon pricing across countries and over time. In this paper we econometrically estimate the contribution of carbon pricing to reducing national carbon dioxide emissions from the energy sector, controlling for other policies and structural factors that are relevant for emissions. Using data for 143 countries over two decades, we find that the average annual growth rate of carbon dioxide emissions from fossil fuel combustion has been significantly lower in countries that have a carbon price compared to countries without. An increase in carbon price of one euro per tonne of carbon dioxide is associated with a reduction in subsequent annual growth in emissions of carbon dioxide from fossil fuel combustion of approximately 0.2 percentage points, all else equal. The estimated effect is robust across several different estimation approaches. The results highlight the importance of carbon pricing as a pillar of emissions reduction strategies.
