On 20‑21 October 2025, the conference “From Commitment to Implementation: Hainan’s Actions in the COP Process” was successfully held in Hainan. Co‑sponsored by the People’s Government of Baoting Li and Miao Autonomous County of Hainan Province, the Chinese Society for Sustainable Development and the Hainan Ningyuan Institute of Climate and Sustainable Development, the conference coincided with the 10th anniversary of the adoption of the Paris Agreement and drew more than 100 representatives from UN agencies, domestic and foreign government bodies, research institutes and enterprises. Director Liao Hua, Deputy Director Cong Ronggang, Director’s assistants Han Te and Chen Weiming, together with research team members from the Center, were invited to attend the conference.

At the plenary session on 20 October, Professor Cong Ronggang, on behalf of the Center, signed the Strategic Cooperation Memorandum for the UNDP Green‑Digital Innovation Project (GDIP). Centered on the framework of “AI + mutual recognition of carbon standards”, this agreement aims to carry out scientific research cooperation with relevant domestic and international institutions in the digitalization of carbon‑standard data and AI‑empowered urban governance. It constitutes one of the three major top‑level mechanism flagship projects.

On the morning of 21 October, the Center hosted a parallel closed‑door session of the conference entitled *A Neutral and Inclusive New Paradigm for AI‑Driven Urban Governance under Mutual Recognition of Carbon Standards*. Chaired by Professor Cong Ronggang, the session featured opening remarks by Professor Liao Hua, Director of the Center, and Ms. Lai Danni, Head of Strategic Research at the Hainan Ningyuan Institute of Climate and Sustainable Development. Focusing on “AI‑driven innovation in climate‑environmental governance for marine and island regions”, the session explored cutting‑edge applications of artificial intelligence, large‑scale models, data platforms and intelligent tools in urban governance. During the meeting, the Center officially launched the **Asia Regional Working Group on Mutual Recognition of Carbon Standards for Marine and Island Regions**. Experts and scholars from national think‑tanks, universities and technology enterprises joined in discussions and offered suggestions for building a neutral, inclusive and data‑trustworthy AI climate‑governance system.
