On November 13, 2025, the Youth Theoretical Study Group of the Department of Energy‑Saving and Comprehensive Utilization under the Ministry of Industry and Information Technology (MIIT) and the Center for Energy and Environmental Policy Research / Beijing Lab for System Engineering of Carbon Neutrality at Beijing Institute of Technology jointly carried out a joint study activity themed “Further Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and Fostering and Expanding Emerging and Future Industries”.

Ding Zhijun, Deputy Director of the Department of Energy‑Saving and Comprehensive Utilization and Head of the Youth Theoretical Study Group, led the team to attend the activity. Professor Wei Yiming, Director of the Beijing Lab for System Engineering of Carbon Neutrality, together with on‑campus faculty members of the laboratory, took part in the study and exchange.

Led by Deputy Director Ding Zhijun, the delegation toured the laboratory, listened to its work report, and learned in detail about the self‑developed integrated climate change assessment model of the laboratory, as well as its functions in energy development forecasting, quantification of climate impacts and compound risk assessment. Professor Wei Yiming delivered a key report on research outcomes including energy conservation and carbon reduction for traditional sectors such as iron and steel, chemical industry, aluminum smelting, cement and power generation, the “computation‑power‑electricity‑heat” synergy of computing facilities, and global CCUS project layout and pipeline network planning.

In light of the spirit of the Fourth Plenary Session, participants exchanged insights on topics including AI‑driven industrial energy conservation and carbon reduction, practical development of future industries, and optimal design of zero‑carbon industrial parks. They also conducted in‑depth discussions on drawing on effective mechanisms such as “government building platforms, enterprises putting forward problems, and universities providing solutions”, so as to promote the transformation of innovative achievements from laboratories to production lines. The joint study activity achieved fruitful results.
