On October 13, 2025, Professor Wei Taoyuan, Senior Researcher at the CICERO Center for International Climate Research in Norway, paid a visit to the Center for Energy and Environmental Policy Research and delivered an academic report titled “Impacts of Tariffs on the Economy and Carbon Emissions”. The seminar was chaired by Professor Liao Hua and attended by some faculty members and students of the center.

In his report, Professor Wei constructed a global computable general‑equilibrium (CGE) model to simulate the economic and carbon‑emission impacts of tariff hikes by individual countries under two climate‑policy scenarios: carbon‑market and carbon‑tax regimes. The study finds that global economic output declines across all scenarios. Under the carbon‑tax scenario, global carbon emissions drop slightly due to economic contraction and trade diversion. Under the carbon‑market scenario, by contrast, falling carbon prices absorb shocks, leaving total emissions largely unchanged. Small trade‑dependent economies suffer sharp export declines with simultaneous drops in economic output and domestic emissions. Fossil‑fuel‑exporting countries without carbon pricing experience rising emissions as they compete for market share via price cuts. These outcomes demonstrate that interactions between trade barriers and climate policies reshape the global carbon‑emission landscape and alter abatement costs across countries. After the presentation, Professor Wei held discussions with participating faculty and students.

Professor Wei’s research focuses on energy and climate ‑change economics, with an emphasis on green national economic accounting and the application of computable general‑equilibrium models to energy‑, environment‑ and climate‑related issues. He has published more than 80 academic papers in his research fields, of which nearly 70 are articles in international journals.
