Feng-Quan An, Doctor of applied geophysics (post-doctor), Senior engineerof professor level, Registered consultancy engineer (investment), has been worked in Northeast China University of petroleum, Sinopec's consulting firm, China petrochemical economic and technical Research Institute, Office of the national energy leading group and the National Energy Administration, has been studying in energy strategies, energy planning and energy policy making for a long time, honoured with science and technology progress award for 8 times.
